With regard to third party use of water.

Meter No. 98A251020I have allowed a neighbour to access a pipeline running under their field to provide drinking water for her rescued pony and those attending it. Recently they have breached our agreement and are now providing water from our 'pipeline' to others who have horses for riding. I have written to complain, but I have been told they say there is an automatic right for animals to have water and I cannot stop them.
My question is about the law governing water supply. Clearly I am not a water supplier in the sense that South West Water is, however can you tell me what legislation there is, if any, that clarifies the rights people and their animals have to a supply. Are you and your customers obliged to provide water to horses kept in such circumstances?
